Joseph Brazil from Epsom is wanted in relation to an ongoing investigation and on recall to prison.
He is described as having brown hair and brown eyes and is around 5ft 8 tall.
Officers say he has connections around Epsom and Ewell.
Anyone who has seen him or has any information on his whereabouts is asked to call 101, quoting PR/45200087387.
