Norfolk Police staff member may face disciplinary action after Costessey deaths

A staff member at Norfolk Police could face disciplinary action after the deaths of four people from stab wounds in Costessey.

The force referred itself to the watchdog, after four people, including two young children, were found dead in a house in January - it'd failed to respond to an initial 999 call.

Now, the IOPC tells us it's issued a gross misconduct notice, though it says it doesn't necessarily mean that disciplinary proceedings will follow.

What does the IOPC say?

An IOPC spokesperson said: “We can confirm, as part of our ongoing investigation into the tragic deaths of four people on 19 January, we have served a gross misconduct notice on a Norfolk Constabulary staff member.

“Following a mandatory referral from Norfolk, we began an independent investigation into the contact the force had with Bartlomiej Kuczynski shortly before his body and three other bodies were discovered by police in a house in Costessey.

“The investigation is also examining Norfolk’s interactions with Mr Kuczynski prior to 19 January and we are following a number of lines of enquiry relating to these.

“The serving of a conduct notice does not necessarily mean that disciplinary proceedings will follow.”

What does Norfolk Police say?

A Norfolk Police spokesperson said: ‘As the IOPC is independently investigating this incident we cannot comment on specific details.

The constabulary continues to co-operate with the IOPC and can confirm a member of Norfolk Constabulary police staff has been suspended.’

What happened?

45 year old Bartolmiej Kuczynski, 36 year old Kanticha Sukpengpanao, 12 year old Jasmin Kuczynska, and eight-year-old Natasha Kuczynska were found dead in a property on Allan Bedford Crescent on 19th January.

A man called 999 from the property on Allan Bedford Crescent at around 6am that day, but police were not dispatched there.

Officers made the discovery about an hour and 15 minutes later after a member of the public alerted them at around 7am.

Police are not looking for anyone else in connection with the deaths.
